Statistics rarely lie. On the other hand, they are often missing other important details. For instance, do you factor in reanimation? Technically, those people died. In many cases they are brought completely back, yes, but never to the same degree of functionality.
06-15-98 : First report of Arkham mortality rate. Town Council is accused of softening the numbers.
07-07-98 : Dr. Bustoffson finds a secret report by the Council that mortality rate is actually five times higher than what was reported.
03-15-00 : Federal investigators conduct their own inquiry into Arkham's mortality rate. Their findings are never published, but it is agreed that they are probably at least double the national averate.
Postulations: The rate is probably triple.
